Bogue
Unable to update the Japanese language pack on ArcGIS for Server version 10.2.2 to 10.3. When an upgrade is done from ArcGIS 10.2.2 to 10.3 via the Japanese language pack installer, the ArcGIS for Server 10.2.2 uninstalls successfully and the ArcGIS for Server 10.3 beings installation. However, the Japanese language pack installer for ArcGIS 10.3 installs ArcGIS 10.2.2 once again instead of installing ArcGIS 10.3.

- A clean installation of ArcGIS 10.3 allows the 10.3 Japanese language pack to install successfully.
- Uninstalling the 10.2.2 Japanese language pack from Programs and Features, and then running a repair on the 10.3 Japanese language pack allows the 10.3 to install.
