"Unable to sign in - You do not have permissions to access this application" is returned when a Basic, Standard, or Advanced (Partner) user type tries to access an app in ArcGIS Online.

This is the expected behavior. Partner user types are not licensed to use [app name]. The provisioning of apps through user types is beyond the scope of Esri Support Services. The Partner Team will be able to clarify this further and help in finding a path toward supporting the issue.
