To use the PreserveGlobalIDs environment, the GlobalID field must have a unique index. This requirement is documented in the help topic. http://pro.arcgis.com/en/pro-app/tool-reference/environment-settings/preserve-globalids.htm If the data was copied from a file geodatabase to an enterprise geodatabase, a unique index on the GlobalID field can be created manually.
