This is by design. Provide string literal to layer titles in feature set functions. The behavior is documented in the Title section parameter. Note the final sentence following the asterisk. Refer to the documentation: https://developers.arcgis.com/arcade/function-reference/data_functions/#featuresetbyname. 'The title of the layer within the given map. This layer must be created from a feature service; feature collections are not supported. *Please note that this must be a string literal.'
