It is a design decision to block the use of rectangle and circle for modifying features. An add-in was created. Sample https://www.arcgis.com/home/item.html?id=cb52b82cc1734386a6d881a0847920f8 The add-in demonstrates how to create a tool that uses a circle to cut. This could be used as a template for the specific case users would like to achieve.
