The ArcGIS Pro 3.3.x client does not support offline trace capabilities without the presence of preview functionality configured through working with Esri Support, documented in [KB000032472] (https://support.esri.com/en-us/knowledge-base/use-download-map-to-work-offline-with-a-utility-network-000032472). Taking a utility network offline for tracing and editing within a network management release requires ArcGIS Pro 3.5 and ArcGIS Enterprise 11.1 Patch 1 with the Offline Utility Network Feature Service Patch, ArcGIS Enterprise 11.1 Patch 2 (and later), ArcGIS Enterprise 11.3, or ArcGIS Enterprise 11.5.
