This is the expected behavior. When users put the two handles on top of each other on the time slider and try to move them both together, users can only move them in one direction depending on which handle is moved last. When the end handle is moved and put on top of the start handle, it allows users to move them together towards the start of the time slider. Similarly, when the start handle is moved and put on top of the end handle, users can move them together towards the end of the time slider.
Users can always move both handles in both directions as long as the handles are not on top of each other by dragging them from the middle.
