This is an expected behavior in ArcGIS Field Maps. In order for this workflow to be successful, once the service is overwritten, synchronization must be re-enabled and the offline map area must be recreated (as opposed to updated), as outlined here: https://doc.arcgis.com/en/arcgis-online/manage-data/take-maps-offline.htm#ESRI_SECTION2_DF901B7FFD33426C8EF37E4A7D6A9DC9.
