This issue is not reproducible in ArcGIS Hub. When the ArcGIS Online item referencing the ArcGIS Enterprise feature service is publicly shared, downloads from the Hub site work as expected. If this behavior continues to be observed, contact Esri Support Services with the steps to reproduce for further investigation.
