Unable to add 3D web scenes to ArcGIS Pro 2.8.3 and 2.9 when German is set as the Windows display language.

This is tested with German OS and the German locale. All mentioned web scenes open without an error message.Solution de contournement
Change the Windows display language to English, restart the computer, and add the web scenes to ArcGIS Pro.
