This is expected behavior for this particular feature layer. In this hosted feature service layer there is a short integer field called [Tracer Wire] with a text-based coded value domain applied to it, YesNo'. User cannot write text values into a numerical field this points to a data-related error with how this layer originated. Once the hosted feature service has been published, deleting and recreating the list of yes/no values for the [Tracer Wire] field using integer values for codes instead of text, this allows the layer to load successfully in ArcGIS Collector and ArcGIS Field Maps.
