This is as-designed behavior: ArcGIS does not support PostGIS curve shapes. When a user creates a shape that can be represented as a curve, that geometry is stored in the gdb_geomattr_data column on the business table, and the densified version of this shape is stored in the PG Geometry column. The support for the gdb_geomattr_data column was added to PostgreSQL at 10.3.1.
