Bogue
To uncheck the Extract Capabilities option in ArcGIS Hub and still allow the data to be exported to KML (using the old download system), the feature layer must be shared publicly, not with the organization or privately.

Unfortunately, at this time it is a platform limitation where downloading private content from ArcGIS Hub, which uses the export option available through ArcGIS Online, does not support KML. This is not a new change in behavior. In addition, the new hosted download capability, which is available only to services hosted in ArcGIS Online, uses the create replica function of the service, which also does not support KML at this time. The Esri Feature Service team are working on it to support KML in a future release. If this is a highly desired feature, it is encouraged to create an enhancement request to support KML using the export and create replica operations.Solution de contournement
Make the feature layer public and turn off the Extract Capabilities option.
