This issue is addressed in ArcGIS Enterprise 11.5.Solution de contournement
Make an edit to the related table in ArcGIS Pro, then resync the data in ArcGIS Field Maps or ArcGIS Explorer. The time in the related table is read correctly in EST and shows up as expected in the local time zone of the device. However, the problem reoccurs every time a new offline area is recreated.
