This is expected behavior due to a change made with the ArcGIS Field Maps 21.4 release. For more information on this change, refer to this article fhttps://support.esri.com/en/Technical-Article/000027738. If the basemap have a maxScale value other than zero, the basemap disappears when zoomed beyond that scale.
The article above provides a set of steps to edit the web map JavaScript Object Notation (JSON) to include a `maxScale:0` property with the basemap layer. However, when working with sideloaded basemaps and switching to them on the map, set a maxScale value of zero to the tile package or cache up to the desired scale to allow the basemap to remain visible.
