Solution de contournement

Create a custom tiling scheme with three scale levels: a minimum visible scale (e.g. 24000), the original scale level (e.g. 2500), and a maximum visible scale (e.g. 100). Even if only the middle level is actually populated with rasters, when the TPK is created specifying all three scales, the visibility range will be honored by Runtime.
