Bogue
There is no option to select the placement of grid labels when using clipped layers.

This issue is addressed in ArcGIS Pro 3.5.Solution de contournement
The following describes the workaround for this issue.
- Have two layout views and map frames, one with a clipped layer and one without.
- Generate the grid on the layout without the clip layers activated.
- Copy and paste the map frame from the previous step into the original layout, toggle the grid on, and toggle off all other layers.
