The zoom property of the MapView does not work if a Web Map Tile Service (WMTS) layer is loaded as a basemap in ArcGIS Maps SDK for JavaScript 4.26.

This issue is as designed and an explanation is provided in the MapView documenation. The WMTSLayer does not have a TileInfo property. If there are no other layers with TileInfo, the effectiveLODs are null and setting zoom on the MapView is not possible. Refer to https://developers.arcgis.com/javascript/latest/api-reference/esri-views-MapView.html#mapview-lods for more information.
