This is a known limitation: The basemap currently provides coverage for the world down to a scale of ~1:10m, coverage between 60 degrees north and south down to ~1:1m, and coverage for the contiguous United States and Hawaii to a scale of ~1:70k. Because of the bundle caching, some border areas of the US may not have complete coverage. One alternative would be to use or add World Hillshade http://www.arcgis.com/home/item.html?id=1b243539f4514b6ba35e7d995890db1dÉtapes pour reproduire
