Bogue
The 'View all' option under the Content tab is still functional even when all administrative privileges are disabled for the custom role. The new member with this custom role setting is still able to see the organization's contents that are shared publicly and internally within the organization.

There is no current workaround, despite turning off Administrative privileges to block the member from viewing the organization's contents.
Update: Issue is no longer reproducible (2/25), kindly close the BUG.
