This behavior is as designed. This tool is meant to update the license for an enterprise geodatabase that is soon to expire, not one that has already expired. If the user runs this tool with an input connection to an expired geodatabase, the Update ArcGIS Server License dialog is prompted and the user can update the license through that dialog. The usage notes in the help documentation for this tool will be updated to explain this behavior.
