This is a a known limit. The service area algorithm with detailed option is using our old TIN based approach and it can have these spikes when it cannot find constraining edges to put into the TIN to generate a better service area. If you change the service area to be a larger value like 2.0 the problem will go away for these cases as more edges are traversed. Is it acceptable to build a service area index and then use the generalized option?
