Bogue
The Tiled Labels To Annotation tool does not update the TileID filed when executed with a versioned feature class as the input and the Generate Feature Linked Annotation option is activated.

Run the tool without the Generate Feature Linked Annotation option selected. Manually create a relationship class with the following options:
- Origin: Point Feature Class.
- Destination: Annotation Feature Class.
- Type: Composite.
- Cardinality: 1-M.
- Message propagation direction: Forward.
- Primary key: ObjectID.
- Foreign key: FeatureID
