The two Terrain with Labels maps reported in the BUG are completely different maps. Their behavior to view the maps at different scales is documented and known. No changes will be made.

The one described in the ArcGIS Online workflow is the raster format. It only has cache content to 1:72K (LOD 13). This is by design and the use scales are documented in the item descriptions for the World Terrain Base layer: http://www.arcgis.com/home/item.html?id=c61ad8ab017d49e1a82f580ee1298931

The Terrain with Labels referenced in the ArcGIS Pro workflow is the vector basemap. It has full content coverage at all LOD 0-23 (24 levels) by design. It also uses World Hillshade (as noted in the BUG) which the raster version does not use.
It is suggested to use the vector basemap even in ArcGIS Online. This can be accomplished if your organization sets vector basemaps through the map settings of the organization to be the default in the basemap gallery.
