Bogue
The Table Select tool produces inaccurate results when using the subquery GROUP BY clause with an input table that has several unique numeric values in the field to be grouped.

A where clause query with the provided syntax is not expected to return a result for the Table Select tool that contains the max value per GROUP BY, rather all rows whose value of WATER are the maximum in any group.Solution de contournement
Use the Summary Statistics geoprocessing tool or open the table, right-click the GROUP BY field and select Summarize. This creates a table containing one record for each unique value of the selected field (the GROUP BY field), along with statistics for any of the other fields as designated.
