Bogue

The Symbol Levels dialog box can only be accessed once for a polygon layer using graduated symbols, preventing users from modifying the symbol level drawing order later.

Solution de contournement

Create points at the centroids of the polygons, and symbolize the points using symbol level drawing instead of symbolizing the polygons.
