Solution de contournement
Group annotation classes in ArcGIS Pro and then export them to an Adobe Illustrator Exchange (AIX), the annotations will remain as the top layer in Adobe Illustrator.
Note: This workaround is usable if the annotations are meant to be set to the top layer.
