The Filter widget limits the visibility of features in a layer (https://doc.arcgis.com/en/web-appbuilder/create-apps/widget-filter.htm) and is not designed to change any of the symbols of the data. An icon configured in the Filter widget is an indicator inside the Filter panel, and has nothing to do with the symbol of the features. If a change of symbol is desired, use the Query widget to retrieve information from the source data by executing a predefined query, and display the predefined symbols.
