The Summarize Within tool gives incorrect results when using polygon features in the summary fields.

Polygon summary features are summarized using the areal proportions of the features that are within the input polygon boundaries. For example, if an input polygon overlays a summary polygon by 1 square kilometer, but the summary polygon is 100 square kilometers in total area, only 1/100 of the numeric attributes from the summary polygon is summarized into the input polygon. When using summary features that are polygons, use fields with counts and amounts rather than rates or ratios, so proportional calculations make logical sense in your analysis.
