Bogue
The Start Tile and End Tile options at the Vector Server REST endpoint returns HTTP status code of 404 (Not found) even when the tile is present.

There are two formats using which Vector Cache tiles are build "flat" & "indexed". http://pro.arcgis.com/en/pro-app/help/mapping/map-authoring/author-a-map-for-vector-tile-creation.htm The default option is to build Index Cache, where cache tiles are created only where there is dense data resulting in many areas with no tiles. The client applications such as ArcGIS Pro & ArcGIS API for JavaScript use tile map to request only the tiles that exist. For such cases please ensure the data exists everywhere and the format used is "flat".Étapes pour reproduire
