The Category Filtering is designed for two purposes: 1) To avoid false positives due to ambiguous input. 2) Preventing low resolution fallback matches (example: forcing the fraudulent address ‘123 Fake Street, Redlands, CA, 92374’ to not match rather than geocoding it to the city level, Redlands). The Category filtering was not designed to force geocoding perfectly valid input addresses to a lower resolution match, which is the scenario outlined in this defect.
