ArcGIS Desktop (including ArcGIS Engine and ArcObjects) is in mature support and will be retired March 1, 2026. Mature support means the end of functionality-based patches and hotfixes; therefore, this issue will not be addressed. There are no plans for future releases of ArcGIS Desktop, and it is recommended that you migrate to ArcGIS Pro. - Open the Select By Location tool from the Search or ArcToolbox window and the tool lists the active data frame's layers without any issue.
- Reopen the MXD file, and open the tool from the Selection tab. The Select By Location tool lists the active data frame's layers when the map is open.
