The root.JSON map style file is not uploaded to the item resources when a vector tile package is published as a vector tile service in Portal for ArcGIS.

Solution de contournement

Extract the contents of the vector tile package, and upload the root.JSON file manually to the portal item using the 'Add Resources' operation in the portal REST API. Navigate to the portal's REST or Sharing API page, and go to Content > portal > ItemID > Add Resources.
