This issue is not reproducible when publishing with ArcGIS Pro 2.9 or greater and when the latest Portal for ArcGIS 10.9.1 security patch is applied. ArcGIS Pro 2.9 is the equivalent ArcGIS Pro version to ArcGIS Enterprise 10.9.1.
