This issue is fixed in ArcGIS Pro 3.2. This is expected behavior. SQL Server only supports a single enterprise geodatabase raster type so the value of RASTER_STORAGE does not need to be set. The raster column is always typed INT in SQL Server, but the actual raster data is stored in a varbinary(max) field in an associated side table.
