The printing tool does not honor the rotation setting set in the custom layout when publishing from ArcGIS Pro 2.8.3.

The map rotation property in the print service layout template is reset by what each print requests. The map must be rotated in the client app and the print request will include the rotation. The print service will output a rotated map. Another solution is to have an ArcPy based custom print service and set the map rotation.
