Thanks for reaching out to us. ArcGIS Maps SDK for .NET relies on .NET to properly encode parameters. There's nothing wrong with the `f` parameter not being quoted. It is up to .NET HTTP to decide whether to quote a parameter. We don't see anything in the RFC that requires this parameter to be quoted. We recommend reaching out to Microsoft for any .NET HTTP related issues arising out of use of your firewall settings.
