This is a Cross-Origin Resource Sharing (CORS) issue which also causes problems in 2D for the MapView in ArcGIS API for JavaScript 4.9. If possible, put all the resources (code, png, json and so forth) on a single server. If not possible make sure that the server users request the resources from has CORS enabled. For more information, refer to: https://www.w3.org/wiki/CORS_Enabled
