The output results from the Aggregate Polygons (Cartography) tool in ArcGIS Pro 2.9.1 and Arcmap 10.8.2 are different.

The differences in the results are expected. There have been multiple quality improvements made for the Aggregate Polygon tool in ArcGIS Pro when using the orthogonal option. Some of the improvements include avoiding creating self-intersections, better honoring the aggregation distances, and densifying curves so they are not flattened. The performance issue has been logged as a separate issue with BUG-000146893.
