This behavior is as designed. When using ORDERED ANCHOR POINTS, the symbol is ordered in the direction as defined in the military standard with the arrowhead on the first point. When using the GEOMETRY option, it will continue to draw the way it has in past releases with the arrowhead on the end point of the geometry.
