Bogue
The MapView goTo() method does not respect padding or view extent when the browser window is reduced to a smaller size.

Some updates have been made for the MapView padding. In 2D, the center and scale are preserved when resized. This can not be done because by default it snaps to LODs (level of details).Solution de contournement
To achieve this effect :
- Disable snapToZoom.
- Save the view.extent when the view stops moving.
- Apply the saved extent when the view resizes.
