There is no plan to support this workflow. The ramifications are risky, especially when considering layouts with map series. The workflow is concerning because it creates elements on a layout relative to the 'CURRENT' map extent of the map frame. Any changes to the map extent, whether rotation or scale, cause the graphics to no longer align. It is recommended to use another feature class or map graphics, as these elements honor rotation and map coordinates.
