The loaded property of the WFSLayer Class becomes "true" when the layer object is loaded, not when the layer is added to the map. This is expected behavior so that the developer can choose to access the layer's properties before the layer is added to the map. See the 3.26 documentation here: https://developers.arcgis.com/javascript/3/jsapi/wfslayer-amd.html#loaded
