When a session of ArcGIS Pro is opened in Remote Desktop in addition to a local session, it is considered a second display and consumes an additional license. Up to three sessions can be opened without consuming additional licenses, but only when they are contained within the same display. Therefore, if two sessions of ArcGIS Pro are opened only in a Remote Desktop display, they count as one session. In this latter case, opening an additional session in a local display consumes another license.
