The legend is not generated for a print output from Portal for ArcGIS map viewer when using a custom print template containing a legend configured with a fixed frame.

This is a known limitation. In the Portal for ArcGIS, click Organization > Settings > Utility Services. Click Edit (pencil icon) on the print template in the question and enable print legend.Solution de contournement
