The Never Remove label option is checked in the map. When at the scale described the Maplex Label Engine is not able to place the labels without them overlapping, they are placed horizontally. In the later releases, the Never Remove option is fixed and labels are place vertically as desired, but overlap as stated in the user interface and documentation.Solution de contournement
