The Insert Values drop-down list in the Calculate Field tool fails to populate domain values when all records in the field are currently set to <Null>.

Solution de contournement

Manually populate at least one row in the attribute table with a valid domain value. Once one record is no longer <Null>, the Insert Values drop-down list in the Calculate Field tool displays all available domain codes or descriptions correctly.
