Geodatabase execution order has the insertion attribute rule fire before the feature logic of the annotation feature. In this case, the field values are set before the annotation element is populated. The population of the element then introduces changed values of those previously set fields. Since the annotation element is set last, the values are what is set for the feature. The event firing order is currently as-designed, and there is not a path to reliably conflate two sets of changes on one newly created row.
