The Incident Detector processor (for ArcGIS GeoEvent Server) cannot accept a batch of event records where two or more records share the same TRACK_ID value. When using the Incident Detector processor with opening/closing conditions (e.g., 'speed < 4.0' to open a new incident and 'speed > 10.0' to close an open or ongoing incident), ensure some non-zero time exists between sending two observations for the same train to ArcGIS GeoEvent Server for processing.
