This issue occurs when importing a server certificate in ArcGIS Enterprise 10.9.1 or earlier. It is caused by an unexpected response in the Portaladmin API. The Portaladmin API is corrected in ArcGIS Enterprise 11.0 and later so no changes are made in the Python API.
